The Office of the Vice President for Research and Development, Extension and Training (RDET) is currently led by Vice President for RDET, Dr. Orlando F. Balderama. He is presently a Full Professor, and the former University Research Director.Echague Isabela
He finished his BS Agricultural Engineering at Isabela State University, Cum Laude, on 1985. He then went abroad to finish his Master of Engineering, Major in Soil and Water Management- Asian Institute of Technology at Bangkok, Thailand on 1987. He took his Doctor of Philosophy in Agricultural Engineering, Major in Water and Environmental Engineering at the University of Tokyo, Tokyo, Japan on 1998.
Dr. Balderama also received Diploma Course on Crop-Weather Modeling at Ben Gurion University, Israel on 1989; and another Diploma Course on Community Hydropower Systems – UN Center for Small Hydropower, Hangzhou China, 2001.Echague Isabela

In support of the University’s vision of becoming the leading research university in the country and ASEAN region, the Office of the Vice President for Research and Development, Extension and Training (RDET) engages the creative and innovative qualities of its faculty and research staff in the development, implementation, and support to a comprehensive, responsive, and focused RDET services to the University.Echague Isabela
To sustain this, the Office fosters the research culture as it generates new knowledge and technologies to be utilized by community, for sustainable, participatory, and efficient country-side development.
